Everyone must take responsibility in checking if the content that they are using could be a duplicate. Especially those who are hiring freelance writers in the web.

I was wondering while reading the post that why would a blogger check for its own content but the first comment clarified it… they should do if they are hiring someone for content

I do not really understand why somebody would steal content from another blogger and publish it as his. It is so easy to spot. And what if he becomes a popular blogger? Everyone will discover what he has been doing in the past.
